Peking, January 9, 1907. SHANGHAE Mixed Court. Revision of Rules. Please see my telegram No. 223 of the 19th November, 1906. His Majesty's Consul-General at Shanghae has been approached by the Chairman of the local branch of the China Association with a request that the draft amendments may be shown to his Committee, who would thus be given an opportunity of expressing their views before sanction has been given to the proposed modifications.

Subject to your approval, I propose to authorize Sir Pelham Warren to let them see the draft.
